Methodological approaches to assessment of the effectiveness of such components of the institutional basis of socio-economic development of the region as: tools of state and non-state investment, innovation environment, economic measures, incl. tax regulation, tools for developing, updating and implementing strategies for the sustainable development of local communities in a context of decentralization, are developed. The mechanisms of formation of favorable institutional provision of socio-economic development of the regions, which correspond to the goals of realization of local self-government decentralization reforms, and the challenges of the national, cross-border, international levels, and include incentive measures: investment development of the region; innovative activity of the region; sustainable development of economic systems of the regional and baseline levels through the use of instruments in the form of regional development agreements, the state regional development fund, targeted programs and agreements on the implementation of interregional, cross-border projects, programs to overcome the depression of the territories, are determined and proposed. The scientific results are presented in the form of proposals to the Tax and Budget Codes of Ukraine and other legislative acts that form the institutional basis for the socio-economic development of the regions and are implemented in the activities of central and local government bodies, tested by the example of the Ukrainian Black Sea region.
