Purpose of the work: development of theoretical and methodological foundations, substantiation of practical recommendations for managing the construction potential of the railway transport of Ukraine as the basis for the implementation of large-scale construction investment and innovation projects in the context of solving strategic problems of industry development. Research methods: to achieve a specific goal and solve the tasks set in the work, a system of general scientific methods and research techniques was used: process approach; logical and dialectical analysis; system approach and system analysis; system integration approach; comparative analysis and synthesis. Among the special research methods used the following: expert and analytical; IDEFO methodology; economic and mathematical modeling. The methodological basis of the study consists of the provisions of economic theory, management theory, economic laws, works of foreign and domestic scientists on the formation, evaluation and management of the development of economic potential, strategic management and organization of investment and innovation activities, the author's own conclusions on the analysis of the studied processes and phenomena. The study is devoted to the development of theoretical and methodological foundations, the substantiation of practical recommendations for managing the construction potential of railway transport (CPRT) of Ukraine as the basis for the implementation of large-scale construction investment and innovation projects in the context of solving the strategic tasks of the industry. An organizational and economic mechanism for the management of CPRT of Ukraine has been developed, based on the organization of a railway construction and assembly concern. A system-integrated approach to the management of the development of CPRT is formulated by defining its organizational, process and situational aspects. The theoretical principles of ensuring the value of CPRT in the aspect of corporate training and innovation consulting are disclosed. The content of the category "building potential of rail transport" has been identified and disclosed. The model for calculating the cost of the life cycle of a railway track section has been improved in the aspect of introducing high-speed transportation Theoretical statements on the development management system for CPRT are developed. Recommendations on the development of methodological approaches to assessing the level of development of CPRT and its diagnosis are presented; selection of strategic alternatives for the development of CPRT; the role and determination of the problems of the building complex of railway transport of Ukraine in the processes of ensuring its development in accordance with international experience.
