At the 2nd stage, the first draft of the DBN, an explanatory note to it, was developed. The first edition of the DBN project was made public on the developer's web site and the Ministry of Regional Development, and also sent to interested organizations to receive proposals. this in accordance with Annex A of the Terms of Reference. After receipt of the proposals, a protocol was agreed on the positions (January-December 2018). At the 3 rd stage of R & D, a second draft version of the DBN was developed, an explanatory note to it. The second edition was considered at the meeting of the Scientific and Technical Council of the developer organization.
