The subject is theoretical and methodological and applied principles of forming a model of sustainable endogenous growth of regions of Ukraine in conditions of administrative and financial decentralization and strengthening of external risks. The purpose of the research is to develop the scientific basis for forming a model of sustainable endogenous growth of Ukrainian regions in conditions of administrative and financial decentralization and strengthening of external risks. Methods of research - general scientific (dialectical method of cognition, scientific induction and deduction, method of comparison and synthesis, system analysis) and special methods (functional, situational); methods of analysis, synthesis, observation, economic-mathematical modeling of economic phenomena and processes. Determinants of the modern model of endogenous growth of regions, which are consistent with the goals of the concept of sustainable development, inclusive growth and take into account modern laws of regional development, in particular: spatial concentration of economic activity; productivity of economic resources; quality and mobility of human potential; the degree of environmentalization of the economy of the regions; the quality of the regional development management system. Further development of the rationale for the conceptual framework of the interconnection of financial decentralization as a tool of regulation (conditions) and development of regions has become further developed. The methodological tool for the study of inclusive development as a modern platform for forming a model of sustainable economic growth has been improved. The region is considered in the context of commitments to address the environmental, social, economic and practical implications of the main imperatives of sustainable development. A new approach to the definition of regularities in the development of the industrial sector of the economy through a prism of activity and efficiency of its functioning on the meso-level is developed. The knowledge on the regularities of the development of the administrative-territorial system system in terms of identifying the relationship between its baseline and subregional levels, the need for the distribution of powers between the state executive and local self-government, the combination of centralization and decentralization in building a public authority system is deepened. The directions of improvement of the state regional policy in the conditions of realization of the model of the sustainable endogenous growth of the regions, aimed at modernization of mechanisms of implementation of regional policy are grounded. The directions of activization of processes of internationalization of entrepreneurial activity in the border regions of Ukraine are proposed for their active inclusion in the global value added chains in the context of ensuring the functioning of the model of sustainable endogenous growth on the basis of reorientation of the economy for the production of products with a high share of value added.
