The basic principles of the formation of a sample of units for conducting LTAs on the use of ICT in enterprises are determined taking into account the experience of the statistical services of the EU countries on conducting similar observations; the method of sampling, the expected level of respondents' non-answers, the acceptable levels of marginal and relative errors in the evaluation of indicators are justified; methodological approaches are proposed for calculating the system of statistical weights for disseminating the results of state statistical monitoring to the general population, and errors in the estimation of indicators; the influence of non-answers and changes in the basic characteristics of the general population (sampling frame) on the parameters of the sample population is studied; a draft methodology for the formation of a sample population was developed for conducting a survey on the use of ICT in enterprises and disseminating its results to the general population; testing (experimental calculations based on the data for 2018) of the methodology for the formation of a sample for the survey was carried out.
