The purpose of the GDR: to improve the principles of mobilization planning of the national economy, taking into account changes in the legislation, the system of public administration, economic opportunities of the state and economic relations, the experience of mobilization. Research methods. Methods of system analysis and synthesis, military-economic analysis, statistics were used during the research. During the first stage of the research the results were obtained: compliance with the current requirements of the existing mobilization planning order in the national economy in the interests of meeting the needs of the Armed Forces of Ukraine is assessed; the place and role of mobilization planning in the state strategic and its defense planning subsystem have been determined; the need to form a new national system of mobilization and mobilization training is substantiated; deficiencies of the current legislation and ways of its improvement are identified. The results of the developed materials of the first stage of scientific-research work will be used: during the implementation of the second stage of the GDR, code "Obriy-2", during the development of a mathematical apparatus for assessing the quality of functioning of the mobilization planning system of the defense industry of Ukraine; to develop proposals for amendments to legislation and regulations governing the management of mobilization training of the state.
