Improved: the model of solidarity of road transport in the context of urban management based on the introduction of a smart network system, which systematized and supplemented the types of effects caused by the system of joint use of cars and calculated the ecological and economic effect based on abstract losses from atmospheric emissions; using the example of the pan-European trends in the field of urban transport management, the content and significance, as well as the impact on the functioning of the transport policy system, are identified and established, and both the main contemporary problems in this area and the possibilities for its innovative development are identified; analyzed the regulatory framework for the regulation of the urban passenger transport system in Ukraine and proposed ways to optimize the legal functioning of urban passenger transport, taking into account domestic and foreign experience.
