The current state of the institutional and legal field of Ukraine in the frameworks adjacent to the energy sector of the community organism has been established using the classification of general and tangent legal acts in the format of institutional categories. Based on the identified key and subordinate challenges in the institutional categories format that influence the formation in energy of transformational and transactional costs, complicate ownership relations and increase the negative effects of information asymmetry, a set of imperatives is proposed, the satisfaction of which is intended to ensure targeted energy development based on substantive (agreed) government policy making.
