The purpose of the work is development of scientific methodological approach and practical tools for planning and implementing financial policy aimed at ensuring and regulating the sustainable development of the combined territorial communities in Ukraine. As a result of work, relations regarding the implementation of the project with the following institutions and communities: Sumy Regional State Administration; EU/UNDP "Community Based Approach to Local Development Project", Center for Local Self-Government Development in Sumy region; newly formed territorial communities of the Sumy region were established. The databases concerning the financial capacity of the united territorial communities in Ukraine and the Sumy region in particular were formed. The foreign experience of the financial policy of united territorial communities sustainable development and the possibilities of its adaptation to Ukrainian realities were researched. The scientific-methodological approach of assessing the region financial potential was proposed and the efficiency of its use in Ukrainian regions in 2016 was researched. The results of the participative financing influence on the socio-economic development of local communities were summarized.
