Theoretical and practical job performances consist in that the well-proven expediency of the use of mechanisms of administrative influence of state-private partnership (SPP) is in the process of creation and effective functioning of the incorporated territorial communities (ITC) and housing and communal services (HCS). On the basis of analysis of international positive experience of the use of state-private partnership in housing and communal services, well-proven expediency of his introduction in a management HCS in the conditions of decentralization of power. Conducted comparative analysis of basic models of functioning of HCS and use in the field of it SPP, showed expediency of use of French experience of effective management. It is mathematically well-proven that SPP will be effective in case of achievement of compromise agreements between the state and private business and consumer - by the habitants of the incorporated territorial society. The practical value of the got results consists in taking of theoretical positions of work to the level of certain methodologies and practical recommendations in relation to the use of SPP in the process of reformation of administrative-territorial device in a country and HCS.
