The experience of European countries regarding the formation and development of united territorial communities (UTC) is generalized. The results of support of UTC in the East of Ukraine by international donors are analyzed. It is proposed to supplement the main indicators of UTC development, which are set by the Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine by the indicators reflecting financial results. A roadmap for the development of newly formed territorial communities has been prepared as a mechanism for their formation, which contains a sequence of actions for the development and implementation of a strategy for the development of UTC, including monitoring based on the participatory approach, taking into account the experience of forming UTCs in the East of Ukraine. The normative and legal framework for the development of newly formed territorial communities is generalized. The methodical recommendations for developing a strategy and a strategic plan for the development of newly created territorial communities in connection with the Strategy for the development of the region for the period until 2020 are developed. Models of strategy and strategic plan for the development of newly formed territorial communities in the context of the Strategy for the development of the region up to 2020 are developed. Local-level normative-legal acts were prepared in the form of strategies for the development of UTC. Organizational and methodical recommendations for monitoring the implementation of the Strategic Plan for the development of UTC have been developed.
