The methodological basis of the research is the dialectical method of cognition, the method of theoretical and empirical analysis, the method of comparing financial indicators and a systematic approach to studying the processes of insurance activity and the totality of financial and economic relations arising from the provision and receipt of insurance protection, comparative economic and legal and analytical studies. The cluster approach in the system of health protection in the conditions of decentralization is offered, which will enable to increase the efficiency of financing of medical needs of the population of Ukraine, as well as support for the following generations; The ways of activating voluntary medical insurance in Ukraine have been improved, which will increase the effectiveness of the implementation of the health insurance system in the state in the future. Studies the theoretical approaches of insurance economic development potential, which is an integral part of the functioning of a market economy of Ukraine.
