Research methods: analysis of the systems, economy mathematical design, analytically-statistical method, scenario method, normative method, method of direct account, method of complete power-hungriness. The scientific novelty of the got results is clarification of methodology of determination of potentials of energy-savings (in thereby on the types of power resources) taking into account intersectional and internal sectional structural changes, that differs from previous approaches that at the level of country of change of volumes of consumption of fuel and energy investigated not due to the change of GDP, but after the change of volumes of gross value added at types of economic activity together, and volumes of consumption of fuel and energy by a population that does not create gross value added also. On the example of sections "Processing industry" and "Extractive industry and working quarry" as most power-hungry, the calculation of potential of energy-savings is carried out from internal sectional structural changes and the prognosis of economic development and indexes of energy efficiency of divisions of these sections is worked out taking into account intersectional and internal sectional structural changes, taking into account of charges on ecology in the power-hungry productions of divisions of sections.
