The purpose of the work is to develop the principles of the theory of the organization and development of natural monopolies by assessing the positive and negative consequences of implementing the policy of liberalizing their activities, in particular, on the example of Ukrainian rail transport. Methods of research - system analysis, classification; structural-dynamic approach with the help of economic-statistical and economic-mathematical methods; program-target and abstract-logical, methods of the theory of efficiency. Results of the research and their scientific novelty: In the theoretical and methodological plan the systematization and generalization of the ways of implementation of the liberalization policy in the natural monopoly sectors of the economy was carried out; the European policy of liberalization and competition in the transport markets are researched; Methodological approaches to assessing the level of liberalization in railway transport are substantiated; An assessment of the relevance of the railway transport reform in Ukraine to the principles of liberalization has been assessed, namely, in the sections: a) institutional provision; b) research of the transportation market; c) study of operational productivity of railway transport of Ukraine. In practical terms, proposals have been developed to implement the policy of liberalization on the railway transport of Ukraine. Significance of work and conclusions. The research is executed according to the high standards of world-class research. In order to liberalize rail transport in Ukraine, it is necessary to create an institutional environment and implement EU legislation and simultaneously achieve high economic and environmental efficiency of transport systems functioning.
