Scientifically based reasonable criteria of estimation of scientific and scientific and technical objects of examination are worked out. There was the worked out " The Methodology of pro-active estimation of competence of experts", that envisages application of sociometry for development of method of obtaining the integral index of estimation of the demonstrated and added role of competence of experts; application of methodology of analysis of the systems and theory of decisions making for establishment of competence of experts. The Statute about scientific ethics of expert is first worked out. 10 new methodologies of realization of scientific and scientific and technical examination of applications, works and projects to be funded in 2018, and reports on their implementation are prepared also. Conducted 2470 examinations, expert conclusions are given, rating evaluation of examinations objects, final tables of results of examination.
