The purpose of the research work is to develop the latest concept of forming the fiscal space of Ukraine in the face of globalization imbalances. Research methods are general scientific and special methods of research, in particular methods of analysis, synthesis, analogy, grouping, methods of statistical and economical-mathematical calculations, dynamic comparisons, graph-tabular method, historical method, methods of economic modeling. The results and their novelty: The theoretical approach to the essence of the fiscal space in the context of the functioning of the fiscal mechanism, which in general is a set of institutions and bodies, means and methods of managing the revenues, expenditures and debt obligations of the state that takes place in the process of distribution and redistribution, is substantiated. financial resources between the population, business entities and the state. The further development of the hypothesis that the fiscal space of the state and its regions is largely dependent on tax institutions, which manifest themselves as norms, rules of the game, behavioral stereotypes and conditions of a transaction exchange, may influence the expansion or collapse of its parameters. The interpretation of "informal tax institutions" is improved as stable designs of interconnected, unformalized norms, rules and principles, which, due to the influence of interests, motivations, values, and cultural patterns, regulate the activity of the carriers of the institute. The economic-mathematical modeling of interdependence of the shadow economy and fiscal environment is carried out. A set of legislative measures concerning the formation of fiscal space in Ukraine on the basis of effective fiscal-tax regulation and implementation of European experience has been worked out.
