The purpose of the research is to develop a modern concept of reforming the heat energy market of Ukraine's housing and communal services in the context of increasing energy security, social standards and quality of life of the Ukrainian population. Methods of research - in the process of research used general methods of scientific knowledge, in particular dialectical and formal-logical methods - the analysis and synthesis of abstraction, generalization, induction and deduction, analogy, modeling; scientific analysis of practical aspects on the basis of application of specific scientific methods such as: measurement, comparison, experiment, formalization, axiomatic, ascension from abstract to specific, and special scientific methods of research: mathematical, economical-mathematical, statistical, expert, etc. Results and their novelty. The results of the study consist in substantiating the new concept of energy security and energy dependence of Ukraine in the part concerning the replacement of natural gas with other types of fuels, in particular, solid biofuels in the generation of heat energy in municipal heat and power engineering, which will reduce tariffs (price) for heat supply services, reduce the level of negative ecological impact on the environment and will promote the increase of social standards and quality of life of the population of Ukraine. The study of the interaction of market mechanisms and regulatory policy instruments aims at achieving a positive synergistic effect in enterprises and in industries that are a natural monopoly. Formation of the competitive environment as an instrument of the organizational and economic mechanism of reforming the Ukrainian thermal energy market by changing the concept of marketing on the market of thermal energy from traditional production to marketing of relations with consumers.
