The purpose of the study is development of scientific and methodological approach which allows to create a strategy for smart city and determine the level of its implementation. The first chapter is devoted to theoretical foundations of smart cities development, essence of "smart city" concept which is linked to the notion of sustainable development, principles of smart city architecture formation. In the second chapter the principles, scientific and methodological approach to the strategy for smart city development which are based on the analysis of world and domestic practice of the smart solutions introduction are proposed. The third section is devoted to scientific and methodological approach of to smart city assessment which includes two directions (preconditions and results), and the assessment of six Ukrainian cities in 2016 and 2017. The results of scientific research are used in the practical activity of the Executive Committee of the Kharkiv City Council for assess the degree of the smart solutions implementation within the framework of Kharkiv development strateg.
