The aim of research work - justification of special requirements for designing of protective structures of civil protection and draft development of Change No. 1 to Annex 1 to DBN V 2.2-5-97 "Buildings and structures. protective structures of civil defense". The method of research - analytical (analysis of literary sources and Internet information network). During the research the national and international laws and regulations, statutory documents and other sources of information concerning the designing of protective structures for civil protection, dual-purpose buildings were analyzed, non-conformity of some requirements and provisions of Annex 1 of DBN V 2.2-5-97 with legislation and scientifically justify composition and content of the changes. As a result of the research, Change No. 4 to DBN B 2.2-5-97 was developed, due to the fact that Annex 1 is an integral part of the DBN V 2.2-5-97. The novelty of the research work is that on the basis of research results the requirements to protective properties of dual-use buildings are specified and certain requirements of Annex 1 of DBN V 2.2-5-97 are regulated with the provisions of current legislative acts, laws and regulations and statutory documents on designing of buildings and structures. Application Change No. 4 of the DBN V 2.2-5-97 will contribute to ensuring to increase the level of protection of population in peace time in case of man-made and natural emergencies and in special period.
