Аlso the main task is to identify ways to overcome the crisis and to include this region in the formation of the Ukrainian political nation as part of the European civilizational space. The object of research is the South-East as a region of Ukraine in a complex of its socio-cultural, economic, geographical characteristics. Methods of research. The civilizational approach was chosen as a theoretical basis for the study. The research problem has an interdisciplinary character, such as being at the intersection of such sciences as history, geopolitics, regional studies, sociology, cultural studies. The study requires the use of both general scientific and specific methods of scientific knowledge. Also the method of geopolitical analysis is used in the process of research. There was carried out а comprehensive analysis of regulatory legal acts. There were established a group of persons participating in the antiterrorist operation and the rights that they are assigned in the area of the ATO. There was identified weaknesses of the legal framework. At first there was established the legal basis for conducting an anti-terrorist operation (ATO) in Ukraine, the main tasks and powers of the Antiterrorist Center. There was studied mechanism of social protection of internally displaced persons (IDPs) in Ukraine. There were comprehensively reviewed activities of international organizations in the settlement of the conflict in the South-East of Ukraine. It was noted that international organizations have not been able to adequately respond to these challenges. The results of the research are implemented in the activities of public authorities and the Mariupol State University.
