The development of a laser with the use of an active element with increased efficiency on a Galium Scandium-Gadolinium Garnet crystal was carried out. In order to increase the energy of the output pulse of the laser radiation, a cuvette with an elongated active zone and a transverse pumping of the dye through the active zone has been developed and manufactured. The mathematical model of an electromagnetic crystal on the basis of flat screens of finite thickness with rectangular apertures is developed. The generalized matrix of operators of reflection and passing of a lattice of semi-infinite rectangular waveguides in the dielectric matrix are found. It is shown that, at some frequencies, crystals from screens with rectangular holes have the property to localize the electromagnetic field between screens, and the amplitude of the field can increase several times in comparison with the amplitude of the excitatory field. The radar station for continuous monitoring and measurement of the characteristics of clouds and precipitation is installed at the LFS of the Radio Astronomy Institute in order to continuously monitor the vertical mapping profiles, the distribution of Doppler velocities of the hydrometeors and the depolarization factor. Studies of spatial-temporal distribution of inhomogeneities of the near-Earth plasma arising from factors that influence the ionosphere "from above" are carried out.
