The object of the research is the processes of formation of cluster associations under the conditions of institutional development of socio-economic systems. The purpose of this research work is to form theoretical foundations, methodological approaches and scientific and practical recommendations for the development of models and technologies for the formation of cluster structures in the context of the institutional development of socio-economic systems. During the research, methods were used: epistemological analysis – to identify patterns and trends of the Ukrainian economy; scientific abstraction and economic-mathematical modeling; economic-statistical and comparative analysis; graphic – for visualization of research results; methods of expert assessment and fuzzy logic; generalization; abstract-logical. The tendencies of institutional development and formation of clusters in social and economic systems are determined. The components of information-analytical and software of cluster formation processes are formulated. The methodology of cluster formation in strategies of institutional development of socio-economic systems is developed. Models and technologies of formation of clusters as an institution for the strategic development of socio-economic systems were constructed.
