The object of the research is the normative and legal acts of the Kyiv City Government concerning the conceptual principles of the city of Kiev for ensuring ecological prosperity and security on the territory of the city of Kyiv. Objective: To identify existing systemic problems regarding normative-methodological and organizational support for the implementation of the state-regional policy of Ukraine on environmental welfare and security in the city of Kyiv, preparing proposals for a draft new normative act of the Kyiv city authorities on improving the conceptual principles of Kyiv city policy on issues of security the constitutional rights of the citizens of Kiev to a high-quality and safe environment. Scientific and practical results in the process of carrying out research: synthesized informational and analytical materials on the dynamics of statistical indicators of the environmental protection of Kyiv (based on the data of 2000-2013 as of 01.01.2014); a draft of the functional structure of the territorial ecological problems of Kyiv (for further professional discussion, coordination and regulation of the concept and structure of the city environmental target program) has been prepared.
