The purpose of the work is to deepen the theoretical, methodological and practical principles for assessing the efficiency of local budget filling. Methods of research - general scientific methods of economic research (systematization, grouping and synthesis, analysis and synthesis, deduction and induction, formalization) and special economic methods (tabular-calculation, graphic, economic-statistical). The generalized scientific result of the work is the development of scientifically substantiated recommendations for assessing the effectiveness of filling local budgets. The most significant results, containing scientific novelty, are the deepening of theoretical, methodological and practical principles for assessing the efficiency of filling local budgets; the questions of the methodology of the analysis of the efficiency of management of means of local budgets are considered; problems of analysis of separate indicators of efficiency of using budget funds in the united territorial communities. It is indicated that the analysis should be carried out on the cut of 5 characteristics that characterize the process of filling the budgets, its timeliness for certain budget-generating indicators. The formulas for analysis, which allow calculation of own income of the community for one resident registered in it, the dynamics of revenues of local taxes and fees and its factor analysis, the level of subsidy budgets, the efficiency of management of the united territorial community, the effectiveness of capital expenditures and their impact are given. to fill the budget.
