Objective: To develop scientific bases and methods for ensuring the efficient functioning of the ATS and Aviation of special purpose(ASP) in the concept of operation of automatic telephone exchanges and its subsystems, as well as the process of environmental impact and the formation of green technologies in aviation transport. Methods of research: methods of system, project, economic, statistical, functional and structural analysis; methods of comparison and export assessments; methods of economic and mathematical modeling. For the first time in Ukraine, a methodology for the efficient operation of the ATS has been developed, a multilevel hierarchy of decision-making process has been developed, which facilitates the coordination of the description of the system, the decomposition of decision-making tasks and the assessment of their implementation in the ATS. The scheme of the research database, which allows conducting research using modern theories, sets out optimization models of operation of the subsystem of the automatic telephone exchange at different levels of planning, the mathematical model of operation of the automatic telephone exchange is introduced by additional elements into the target function and the system of constraints. The doctoral dissertation has been defended by Marintseva K.V. Scope of application - development can be applied by the Ministry of Infrastructure of Ukraine, the SAA of Ukraine, research institutions, departments and organizations, agencies in establishing a strategy for the efficient operation of ATS and ASP, rational organization of air transportation, works and services. Scientific methods and models for providing efficient operation of ATS and ASP have been implemented and applied in the activities of the subjects of state administration in the preparation of a feasibility study on the implementation of modern IT solutions at the Boryspil Airport.
