A model of a "smart community" for the needs of settlement development and an appropriate mechanism for financing social development of rural settlements with the participation of civil society institutes is proposed; a system of priorities for the development of rural settlements of different populations and different socio-economic potential with the corresponding mechanisms for their implementation; the dependencies between different scenarios of decentralization in Ukraine and changes in the rural settlement network, based on which forecast estimates up to 2025 have been developed, are established.
