Object of research is processes of identifying the features of using of public administration, management, personnel management instruments in united territorial communities in Ukraine. Purpose is to study theoretical and methodological foundations of the principles of using the instruments of public administration, management, personnel management in united territorial communities in Ukraine and the development of measures to ensure an effective management. In the course of the research the following general scientific and special methods were used: generalization, logic, synthesis, analysis; system analysis, comparison, modeling and others. Based on the results of the study of the theoretical and methodological substantiation of the principles of using the tools of public administration, management, personnel management in the united territorial communities in Ukraine, the priorities in the development of public administration and administration in the united territorial communities have been determined, research of mechanisms and instruments of public administration, management, personnel management for ensuring the development of united territorial communities in Ukraine and, in general, experience in managing it effectively. On the basis of the results of the analysis of the activity of the Malodanylivskoyi Village Council by applying the theory of fuzzy sets, the influence of organizational and communication support of public administration on the achievement of the level of social and economic develop-ment of the community and the effectiveness of its management were revealed. There has been further development of a methodological approach that will allow reducing a number of indicators of community development, to assess the current situation in the Malodanylivskoyi Village Council, and to ensure the effectiveness of community management.
