The purpose of the research is to develop scientific and methodological concepts and practical recommendations for improving the current state of financial and economic security of Ukraine. Research methods - comparison, analysis and synthesis, induction and deduction, graphical, calculated, monographic, generalization, systematization. Theoretical results - scientific research is aimed at substantiation of the theoretical basis of providing and solving topical issues of formation of the proper level of financial and economic security of the state. Practical results - the possibility of using the developed recommendations and proposals to improve the level of financial and economic security of Ukraine. Novelty - As a result of the study, the previously analyzed provisions were further developed. In particular: theoretical and methodological approaches to building a model of strategic forecasting of foreign trade operations based on the use of the moving average method were substantiated, which, unlike the existing ones, made it possible to fix the appropriate tools in order to formulate effective state policy in the context of strengthening economic security; scientific and theoretical approaches to determining the best instruments for reducing tax debt, which provide for the consolidation of such measures: fiscal decentralization, implementation of positive international practice, determination of optimal tax burden, strategic and tactical measures aimed at preventing the emergence and enhancement of efficiency in Ukraine .
