The purpose of the work is theoretical and methodological substantiation of problems of development of public administration and administration in Ukraine and development of measures for their solution. In the course of the research the following general scientific and special methods were used: generalization, logic, synthesis, analysis; system analysis, comparison, modeling, etc. Based on the results of the research study of theoretical and methodological aspects of public administration and administration in the regions of Ukraine, the priorities in the development of public administration and administration, taking into account archetypes, managing the processes of providing public services in the area of ​​increasing their public awareness society by public-services, ensuring the decentralization of government in society as a consequence of the influence of the archetype of direct democracy in order tion efficiency of public management and administration, which will provide its effectiveness and identify areas spread democracy based on one of the most important archetypes archetype of direct democracy. The study provides conceptual support for the formation of social entrepreneurship in the regions of Ukraine, including: purpose, principles and directions of activity of social enterprises of the region, sources of financing, distribution and use of profit, instruments of state regulation of social enterprises of the region and the effective indicators of their activity. The functional and technological model of realization of processes of rendering public services to individuals and legal entities with the use of electronic-information technologies, which is the beginning of the organized process in the sphere of services in Ukraine, was further developed.
