The directions of reducing the risk of solvency loss by local authorities in Ukraine are substantiated. Object of research - process A methodological toolkit for assessing the solvency risk of local self-government bodies has been developed based on the use of methods of economic and mathematical modeling of the assessment of the solvency risk of local self-government bodies. The subject of the study is theoretical foundations, methodological approaches, tools and practical recommendations for assessing the risk of solvency loss by local governments. Research methods - logical generalization, theoretical generalization, comparative analysis method, system analysis, analysis and synthesis, coefficient analysis, graphical method, factor analysis method. The scientific novelty of this work is as follows: for the first time a methodological approach to assessing the level of solvency risk of local self-government bodies is proposed, which, unlike the existing ones, involves: a combination of indicators of sustainability, potential and economic development of urban self-government on the basis of their factor loadings; the use of factor analysis that will facilitate the development of local borrowing. The approach to assessing the solvency of local governments and the algorithm for applying their credit ratings have been further developed.
