The purpose of the work is to summarize the existing views of scientists on the theory and practice of sustainable development of rural territories, to substantiate the theoretical and methodological principles of regional management to ensure the capacity building of rural areas. The methodological basis is the position of the regional economy, institutionalism, economic theory of cooperation and integration. Methods of statistical analysis, monographic observations, expert estimation are used. The strategic task for the development of rural areas is the creation of an effective institutional structure that should guarantee public political and legal constitutional norms for the inhabitants of rural areas. The development of entrepreneurship is conditioned not only by economic but also by social motivation. When introducing Еeducation Program "Regional Management" in SNAU it is assumed that the system of regional management should be based on observance of the principles of sustainable development of rural areas management: human centeredness, systemic, equilibrium, integrity, innovation and team-formation. The cluster structure on a separate territory contributes to its sustainable development on the principles of initiative, innovation, awareness, integration, and interest. The development of the organic agricultural market in Ukraine is taking place at a rather rapid pace and can become a powerful factor in increasing the potential of rural development. The necessity of creation of cooperatives among beekeepers producers is grounded, which will facilitate joining of their efforts to solve many problems of rural development.
