The purpose of the work is scientific substantiation and empirical confirmation of the effectiveness of formation in Ukraine of such an organization of environmental tax system, which have a significant and direct impact on the achievement of the goals of the state tax policy in the context of sustainable development and development of proposals for reforming the environmental tax system. Research methods - logical and historical, scientific abstraction, induction and deduction, analysis and synthesis, system-structural analysis, multiple regression and correlation analysis, panel regression analysis, time series analysis, variation analysis. The report reflects the theoretical aspects of building an environmental tax system. The influence of national peculiarities of the country on the result of the introduction of environmental tax instruments is formalized and substantiated. An approach to assessing the integral impact of environmental taxes and incentives in other taxes has been developed to create stimules for environmentally responsible behavior of economic entities. The directions of use of tax instruments by the state for regulation of environmentally responsible behavior are offered. Converged and divergent processes in the development of environmental tax systems in European countries have been formalized. The basic directions of reforming the system of environmental taxation in Ukraine are substantiated. In the course of the work, the research goal was achieved and the tasks were solved.
