Achieving this goal requires a high level of environmental safety and economic development of communities, their financial support and the necessary sources for increasing local budgets. At the same time, the success of the functioning of the unions of territorial communities mainly depends on the financing, which requires the creation and development of economically active and ecologically orientated business entities and well-grown infrastructures. For Ukraine, a particularly critical problem is the low level of economic activity of rural residents and their migration abroad, which requires the focus of local governments on using effective tools for stimulating entrepreneurship development. Formation of the institutional environment for the transfer of land powers to unions of communities is a motivational tool not only for their creation but also for the increasing of the business entities on a cooperative basis. The next step is to build a new effective conceptual model for the development of agricultural cooperation, which will assist the constant development of rural areas, the production of labor-intensive eco-friendly products, namely livestock, berry growing, vegetable growing and their processing. Effective mechanism for stimulating the development of cooperation and environmentalization of agricultural production in communities and their associations will be the components of this model, in particular, the system of driving and distributing funds from state, local and international sources and their monitoring in order to support the development of cooperation; an organization model for the production of organic products, its processing, and marketing.
