The purpose of the work- to create an automated software and analytical mechanism for planning and managing of cost estimates for customer service maintenance. Method of research - theoretical and methodological basis of research is the dialectical method of economic phenomena cognition. In the research process the methods of complex and systematic analysis, statistical, calculation and constructive, abstractive-logical and others will be used. Implementation - provided proposals will be used in preparation of the draft cost estimates for customer service maintenance and reporting of road services in the regions regarding their execution. Topic’s relevance – for improving the efficiency of management of public roads of national importance in the context of decentralization it is need to provide the possibility of operational automated planning and managing of cost estimates for customer service maintenance. For this purpose it is need to develop an information-analytical system that will allow: operatively and systematically collect primary information by the regional customer services regarding the costs of material and labor resources that need for execution of customer functions, based on the planned financing volumes and structure of road works; centralized storage of collected data in the context of customers with the possibility of analysis by items of expenses; automated calculation of cost estimates of regional customer services by standard forms; making reports regarding implementation of cost estimates by the items. The developed information-analytical system will allow for monitor operatively the funds flow involved for financing the customer service maintenance for execution of its respective functions.
