The hazardous effects that can be caused by the transportation of hazardous waste are considered, taking into account the parameters of road, transport network, type and types of transport, etc. In order to evaluate the life cycle of regional security programs for critical transport infrastructure, a spiral model has been developed based on the Deming cycle, which is the environment for the operation of schematic, system and service management models. A method was developed to formulate regional programs for the security of critical infrastructure facilities and detail the processes for managing this type of programs, based on the formulation of strategic tasks and their decomposition in the field of risk management and threats to critical infrastructure facilities. The analysis of strategic documents for the development of the Ukrainian transport industry has been carried out.
