On the basis of international experience, the requirements and directions for improving the institutional basis and reforming the organizational and economic conditions of managing crop production in commodity volumes are outlined. The complex of measures of national and regional levels to ensure an acceptable level of efficiency of rent relations for the implementation of low carbon agricultural land use under conditions of free economic circulation of land is substantiated. On this basis, an approach is proposed to systematize the efficiency indicators for the implementation of low-carbon agricultural land use, taking into account the impact of using the market rent mechanism, which involves establishing a natural resource rent for the use of agro-resource potential as part of capitalized rental income.
