The object of study is the country of origin of goods as an economic category and a legal phenomenon. The purpose of the work is to identify ways of solving problematic issues and to develop recommendations on the application of the rules of determining the country of origin of goods in the context of granting tariff preferences when implementing the provisions of international free trade agreements. Research methods - observation, analysis and synthesis, induction and deduction, comparison, abstract-logical, methods of systemic and structural, statistical analysis. The processes of issuing and verifying customs documents of origin in accordance with the terms of free trade agreements are analyzed. It is proposed to clarify the norms of the legislation on the re-submission of documents, the legality of verification of goods other than the certificate, documents on the origin of goods, customs inspections of production. In order to remedy the imperfection of the legislation on the application of preferential treatment for goods transported across the customs border of Ukraine by citizens for needs not related to the business activity, draft amendments to the regulatory acts on the declaration and taxation of goods have been proposed. In order to take into account the features of free trade agreements in defining and confirming the origin of goods, methodological recommendations have been developed to carry out customs clearance of goods moving across the customs border of Ukraine under the terms of free trade agreements.
