The Intelligent City projects are analyzed, which states that information and telecommunication networks are a necessary component and allowed to formulate general requirements for smart telecommunication networks of "smart city": use of a wide range of electronic and digital technologies; the use of ICT to improve living standards and improve the information environment in the region; implementation of ICT in government systems. The main criteria that influence the ratings and positions of cities are identified: the availability of broadband telecommunication networks for Internet access; intellectual management, transparency, citizen participation in decision-making; environmentally friendly technological and transport infrastructure; balanced management of resources and the environment; availability of citizens' creative initiatives, support for lifelong learning technologies, impartial and interested attitude of citizens to public life; quality of living and sanitary conditions, availability of cultural sites and educational establishments; labor market flexibility, innovation and the ability to transform. Research and development in the field of smart cities geoinformation technologies for urban communications planning and management, urban infrastructure and spatial data flows in urban systems are analyzed.
