The complex of analytical and analytical studies, experiments performed on physical models, and high-temperature tests on the imitation converter shows the fundamental possibility of activation of oxygen jets by high-voltage discharges, which results in the formation of the active substance - ozone and oxygen ions. The expediency of using thus activated jets for purging the converter melting is shown. The design of a device of high-voltage activation of the gas stream, which is located directly in the blowing lance and allows to create ozone and oxygen ions in the jet during the purge of melting in an amount sufficient to perform the tasks of refining metal, in particular carbon, increasing the temperature of the reaction zone and metallurgy production, by reducing dust from the converter neck
