The aim of the project is to develop theoretical and practical bases for managing the restructuring of decentralized self-governing socio-economic associations of multi-vector development as a basis for economic stability of Ukraine under changing conditions of functioning on the basis of a system-synergistic approach, which will enable safe functioning and sustainable socio-economic and spatial development. territories, communities, clusters, the economy as a whole. The scientific novelty of the results obtained at Stage I is as follows: 1) The results of the analysis of the Ukrainian and foreign experience of using the legal bases and socio-economic conditions for creating self-governing decentralized socio-economic associations have been obtained. On the basis of the critical analysis, the proposals for the formation of the Ukrainian model of decentralization are presented. 2) Proposals were developed based on the results of elaboration of the main applicable legal and regulatory acts of strategic and programmatic character on building an effective system of territorial organization of power in Ukraine at subregional and grassroots levels. 3) Baseline data on theoretical and applied justification of cooperation between self-governing socio-economic associations in the field of common interests have been generated. Based on the analysis of the results of decentralization, it was concluded that the processes of reforming the administrative and territorial structure were slow compared to the expected results. It has been identified that one of the important components of the socio-geographical justification of the mechanisms of further development of reforms is the further consolidation of communities through their clustering. It has been proved that sustainable development of the state cannot be ensured without creating conditions for sustainable development of its administrative-territorial units on the basis of a model whose components are economic, social and environmental components. The need to focus on the environmental component is substantiated. Economic and statistical modeling of the volumes and growth rates of harmful substances emissions during 1991 - 2017 was conducted. On the basis of the analysis of theoretical bases of Kuznets ecological curve (EKK) scientific approaches to its interpretation and possibilities of adaptation to the conditions of Ukraine are revealed. The current system of expenditures of the united territorial communities, which includes financing of education, culture, health care, social protection, housing and communal services, infrastructure development, is analyzed. 4) Suggestions are given to prioritize the development of natural resources for long-term association membership. The researches aimed at scientific support of decentralization processes will help to form optimal territorial complexes and strategy of their development emphasizing regional policy at the basic and sub-regional territorial levels, which have the potential and capacity for sustainable development.
