The purpose of the work is to substantiate the criteria for assessing the effectiveness of the rating system of servicemen promotion with the involvement of commissions for the selection of candidates for appointment on positions. Research methods - system analysis, synthesis, method of modeling management processes. The study obtained scientific results: the algorithm of work of the commission on selection of candidates for appointment to positions according to a rating system is developed; the criteria for assessing the effectiveness of the system of promotion of servicemen are substantiated; submitted proposals to the draft Methodological Recommendations on the procedure for determining the rating of servicemen of the AFU; the model of the automated workplace (AWP) of selection of candidates for advancement is developed; a model of the AWP for assessing the effectiveness of the system of promotion of servicemen and monitoring the quality of staffing of the AFU with trained personnel has been developed. The novelty of the scientific research work is the substantiation of scientific and methodological approaches to assessing the effectiveness of the rating system for the promotion of servicemen with the involvement of commissions for the selection of candidates for appointment, and identifying appropriate ways to improve it. The materials of the report can be used in the activities of structural units of the Ministry of Defense of Ukraine and the General Staff of the AFU, which are responsible for personnel management, as well as in the educational process of Ivan Cherniakhovskyi National Defense University of Ukraine, other higher military educational institutions and further research.
