The scientific and methodological support the estimation of the impact of economic indicators on the main indicators of “green growth” (as an alternative to decapling analysis), factors influencing the components of resource and environmental productivity of GDP, which allows to determine the level of progress of "green growth" in the country and instruments to stimulate it have been developed. Mechanisms of realization of the eleventh goal of sustainable development "Sustainable development of cities and communities" by taking into account the modern needs of regional economic systems of Ukraine to "green growth" in the conditions of decentralization and definition of a set of tools in the composition: 1) local taxes and fees; 2) strategic development of the basic level territorial economic systems; 3) formation of funds for financial support of real investments at the expense of extra-planned temporarily free resources of the budgets of the basic level; 4) formation of financial and information support platforms for community-based projects in such priority areas as: organizing efficient waste management, promoting improved housing affordability and quality of living conditions, sustainable development of settlements and territories solely on the basis of integrated planning and community involvement, community involvement cooperation and joint implementation of regional programs between cities and communities. The institutional and organizational-economic mechanisms of stakeholder interaction in the sphere of formation of arrays of ecologically clean lands on the basis of the “green growth” policy have been improved, taking into account the processes of decentralization, which underlie: 1) the categorical and conceptual apparatus of the institutional implementation; 2) a system of targets (minimizing the negative effects of the use of land resources; optimizing financial resources for the protection, restoration and reproduction of land; the production of environmentally friendly products in a clean environment that is economically accessible to all sections of society) and mechanisms to promote the development of ecologically clean territories ; 3) defining conditions and requirements for green agriculture institutes; 4) distribution of functions of regional authorities and territorial communities, formation of recommendations on greening of domestic land use. Improved economic and environmental priorities and indicators of implementation in the Sustainable Development Goal of Ukraine for the progressive development of the waste management area, above all its transport and logistics component, which, unlike the existing ones, involve the implementation of organizational and economic support for joint planning and coordination transport capacity, etc., which aligns the interests of stakeholders in the formulation of green growth strategies for individual territories. The theoretical and methodological provisions of the existing mechanisms of environmental management in the national transport sphere, which, unlike the existing ones, are based on 1) identification of threats and risks of rendering transport services in the direction of sustainable transport development; 2) identifying priorities and types of environmentally friendly urban transport on a green growth basis; 3) formation of principles and conceptual scheme of responsibility of state-level institutions. Theoretical provisions on substantiation of priority directions of modernization of the management system of ecologically clean production in the agro-food sphere in the context of the conceptual idea of "green economy", which, unlike the existing ones, are based on the first priority implementation of innovative tools, marketing and environmental marketing, have been improved.
