The purpose of the work is to identify and evaluate the parameters of aperiodic and wave processes in the ionosphere by using incoherent scattering radars and ionosondes of Ukraine and EISCAT under calm, as well as naturally and anthropogenically perturbed conditions in different seasons. Research methods - radiophysical methods of remote sensing: incoherent scattering of radio waves and vertical sounding, GPS monitoring method; methods of statistical and spectral analysis. Joint observations of aperiodic and wave processes at high and medium latitudes during the action on the ionosphere of a powerful radio emission of the EISCAT Heater facility located near Tromsø, Norway, were conducted. With the inclusion of data of dense GPS networks the response of the auroral ionosphere to experiments with the EISCAT Heater facility, conducted on 23.11.2012, was further analyzed. The moving ionospheric perturbations (MIP) propagating to the southeast from the location of powerful radio waves on the ionospheric plasma were revealed. The daily course of the critical frequency of the F2 region of the ionosphere (foF2) over Kharkiv and Tromso is analyzed for the date of a joint experiment. Seasonal variations of the MIP parameters over Eastern Europe during low solar and low magnetic activity are analyzed in detail. Both large-scale and medium-scale MIP were detected in all seasons. The results of the research can be used in basic studies of solar-terrestrial interactions and the near-Earth environment, as well as to solve applied problems related to the influence of non-stationary processes in the atmosphere and ionosphere on telecommunication systems, the operation of satellite equipment in open space, as well as the accuracy of geo-positioning systems.
