A method for taking into account instability of soil physical and technical properties in models by synthesis of numerical finite element method and Monte Carlo probabilistic method is developed. Based on the modified morphological analysis, a scientific methodology has been developed for planning a system of alternative design configurations of the metropolis, which allows to estimate the various risks, the likelihood of negative scenarios and the associated additional costs at the pre-project stage of underground facilities planning. Morphological models have been developed, their testing has been carried out, and a favorable assessment of the favorable geological environment for the construction of underground urban objects has been made, which gives an effective tool for managing risks and investments in the development of underground space of metropolitan areas. Taking into account the groups of geological, technogenic and structural-functional factors, on the basis of the modified method of morphological analysis, the sites of construction of underground parking lots in the city of Kiev were evaluated.
