The purpose of the work is to develop the conceptual framework for the formation and use of fiscal rules and their implementation in Ukraine (taking into account the experience of EU Member States and the specificities of Ukraine). Research methods - systematic approach, methods of formal logic, analysis and synthesis, analogy and comparative analysis. Results of the study and their novelty - the principles of development of fiscal rules for Ukraine were determined, a package of fiscal rules was proposed, as well as changes to the institutional structure that provided them, modeling of the effects of fiscal rules was carried out. Degree of implementation: Report on research work, quarterly analytical notes prepared to take into account the practice of public administration, the activities of non-governmental institutions, deepening of scientific research and use in the educational process. Relationships with other works - the theory of public finances, state and local budgets, public and guaranteed debt. Recommendations on the use of results of work - proposals on the implementation of fiscal rules in Ukraine. Application area - Ministry of Finance of Ukraine, Ministry of Education and Science of Ukraine. Economic efficiency - improving the quality of public finance management and the effectiveness of managerial decision-making. The importance of work and conclusions is to improve the management of public finances of Ukraine through the use of fiscal rules (taking into account the experience of the EU and the implementation of institutional reforms in Ukraine.
