Power systems that are within the structure of the United Energy System of Ukraine (UES of Ukraine) and district heating system (DHS) located in their area of electricity supply. The goal of the work. Development of justification for creation of complexes of consumers-regulators on the basis of electric heat generators with determination of their locations in the territories of power systems that are within the structure of the UES of Ukraine. Research Methods. System analysis, deterministic factor analysis, statistical analysis, financial analysis. Results of work and their novelty. The needs of Ukraine's power systems for maneuver power were identified. The potential of DHS for the use of electric heat generators (EHG) for providing ancillary services to power systems was evaluated. A database has been created which includes the main technical and economic characteristics of electric boilers and heat pumps of different types and different manufacturers. Features of joint work of EHG and DHS are investigated. The conditions and limitations of the EHG are defined, which ensure their efficiency and reliability of the functioning of the DHS. A mathematical and computer models has been created to determine the power and amount of EHG of various types for use in DHS. The mathematical and computer models for evaluation the efficiency of using complexes of EHG in the DHS to provide ancillary services to the power systems, is defined. Variants of EHG complexes with a total electric power of 2.5-3.0 GW have been formed, and their computer simulations have been carried out for definition efficiency. Utilization of 2.5-3.0 GW EHG complexes will allow: to provide reliable control of electric load schedules of Ukraine's power grids; suspend inefficient use of TPP in non-economic modes, which will reduce the cost of their operation and repair of equipment and fuel consumption by 157,4 t conditional fuel; in DHS to reduce natural gas consumption by 548-678 bcm.
