Research purpose is to develop the principles, institutional rules and mechanisms of implementation of fiscal decentralization in Ukraine, scientific and applied recommendations on ensuring this process. Research methods: abstract and logical methods, generalization, structural decomposition, system approach, institutional analysis, economic-mathematical modeling. The main scientific results which received during the research are as follows: determination of the principles and instruments of financial policy in the conditions of post-conflict recovering, deepening of scientific and methodical statements on reforming of a system of fiscal rules on conditions of fiscal decentralization; definition of ways of increase in effectiveness of implementation of social and economic policy of post-conflict territories recovering; development of propositions on improvement of the budgetary and tax law and expansion of profitable base of local budgets. Recommendations about use of results of work: it is expedient to use methodical developments and analytical results for grounding state programs of development of post-conflict territories, in particular, regarding financial support of united territorial communities and the investment mechanism of post-conflict restoration.
