The influence of decentralization on the financial support for the development of the regions is analyzed. The principles of EU-plus and EU-extra are outlined. The normative and institutional stages of functioning of the Visegrad Group were singled out. The theoretical framework for the functioning of the Visegrad Group as a "unification in a unification" and the possibility of attracting additional partners from outside the EU are substantiated. The forms of development of V4 + Ukraine integration processes are described. Models of economic diplomacy of the Visegrad countries are analyzed. The directions of EU policy towards the east in the context of cooperation between the Visegrad Four and Ukraine are identified.
