The implementation of the model contains scientific approaches and didactic principles that are consistent with the concepts of open education, lifelong learning and adult learning. The content, forms, methods and means of using of the open electronic scientific-educational systems for the development of informational and research competence of scientific and scientific and pedagogical staff are considered. The components of the methodology of the use of open electronic scientific and educational systems for the development of information and research competence of scientific and scientific and pedagogical workers, including a set of separate methods, are defined: the use of scientific electronic libraries services, electronic open systems for supporting journals, e.g. Open Journal Systems platform, electronic social networks, Google cloud services, Google Analytics, Ukrainian Scientifical Bibliometrics, and researchers digital identificators. The developed methodology is an important element of enhancing the competence of scientific and scientific-pedagogical workers to support their professional activity. The introduction of the methodology will improve the quality of scientific and pedagogical research carried out in scientific institutions and institutions of higher education, and will allow to effectively implement their results in the scientific and educational sector of Ukraine.
