In the course of scientific work, the following research methods are used: theoretical generalization and conceptual modeling; systematic and morphological analysis; economic-statistical and comparative analysis to determine overall trends in reform and development; system-logical approach and content analysis to clarify the concepts of the topic under study and formulate the tasks of modeling the respective scenarios; monographic method - for informational support of research; mathematical modeling - for the formal expression of dependencies between indicators and for the disclosure of the characteristics of economic processes; program-targeted - in the tasks of defining guidelines, order and operational technologies of reforming; project management - for integration of modernization projects into the organizational mechanism of housing operation. In the theoretical and methodological plan of the conducted research the scientific components of the process of management of systemic modernization were developed with application of program-target approach and on the basis of organizational scheme: «goal development - resource support - project realization».
